Help

i have a marine tank that has been on the go for three months, the substrate is live sand, i have a little live rock and 7 fish(clowns,tang ect ect) on the top of my live sand a brown substance has appeared it has also attached itself to some of the live rock, it does go when i do a water change but shortly returns, i have just bought a gobie will this sort the problem
