Help with low salt levels

I would like to know the best way to raise my salt level for my reef. I just aquired a 90 gallon reef two weeks ago. I do a weekly 10 gallon change and I make sure my fresh salt water is at 1.021. When added to the tank, my reading in between 1.019 and 1.020. It seems a little low. What’s the best way to bring my salt level up? Adding more saltwater to the top of the tank, little by little? Any help for this newcomer is greatly appreciated! Thanks.
