Grounding wire

I just read in one of my reef books that grounding the tank is a good idea. I have a wire that has a plug on one end and a small 3 inch rod on the other. The plug just has the grounding portion that is medal and the prongs are plastic. I am assuming the rod goes in the sump and the plug gets pluged in so its grounded. I am just guessing, am I right?
